A Valley Head man is behind bars after the FBI alerted DeKalb investigators to alleged inappropriate activity involving minors on a popular social media site, according to DeKalb County Sheriff Jimmy Harris.

James Hulgan, 43, of Valley Head, is charged with two counts of possession of obscene matter containing visual depiction of a person under 17. Hulgan is a registered sex offender in DeKalb County and is currently in jail awaiting bond.

He was convicted in 2007 for criminal solicitation of a minor in South Carolina. His victim, according to the Alabama Law Enforcement Agency sex offender registry, was a 14-year-old female.

He is now accused of using the popular social media site Kik Messenger, commonly called Kik, to contact minors.

According to Harris, Kik is an instant messaging mobile app that can be used on android and Apple devices. On the app, users do not have to link their phone numbers or use their real names, he said in a press release.

After an in-depth investigation by the FBI and DeKalb investigators, a search warrant was executed at Hulgan’s residence on County Road 751. He was arrested the same day.
